Churchill Living has recognised the inspiring contribution of over 60s in Devon as part of its Local Hero Awards 2026, with Bideford volunteer Stephen Barnes named Devon’s Local Hero.
Stephen, 73, was presented with the award at a ceremony held at Churchill Living’s Barum Lodge in Barnstaple, in recognition of his tireless work supporting people across his local community.
Stephen runs the Joint Civil Aid Corps, a charity that supports the police, fire and ambulance services. Through the organisation, he and his team of volunteers respond to crises and natural disasters, as well as providing support at local community events free of charge.
Whether responding to a planned event or a sudden call for help, Stephen is ready to support his community day or night. His commitment also extends to helping others develop the skills and confidence to support people in emergency situations.
He provides free training in areas including medical care, security, flood response and search and rescue, while also working with the probation service to give people completing community service an opportunity to contribute to their local community and make a positive difference.
As Devon’s Local Hero, Stephen has also received £1,000 for the Joint Civil Aid Corps, courtesy of the Churchill Foundation.
Stephen said: “I’m so incredibly grateful to Churchill for giving me the accolade of ‘the Local Hero for Devon’ and providing £1,000 funding for my charity. This award and generous funding are dedicated to my incredible team of volunteers at Joint Civil Aid Corps and all the amazing people I get to train and work with to support such important moments for our community."
“I have no plans to ever stop volunteering. It’s what keeps me going, and I’d recommend everyone else my age does the same!”
Churchill’s Local Hero Awards 2026 follows the success of last year’s inaugural awards, which saw winners crowned across six counties. This year, the initiative has grown to honour 10 individuals doing brilliant things in their local communities.
The awards highlight the valuable contribution older people continue to make through volunteering, fundraising, mentoring and supporting those around them. According to the State of UK Volunteer Management Report 2026, 50% of organisations say their volunteer bases are mostly made up of people aged 61 to 79.
Spencer J McCarthy, Chairman and CEO of Churchill Living, said: “Following the success of last year’s Local Hero Awards, we were excited to re-launch the initiative this year and recognise another cohort of incredibly worthwhile nominees."
“The Local Hero Awards highlight the incredible contribution older people are making in communities across the country. Stephen is an inspiring example of the dedication and generosity that can have a lasting impact on others, and we’re proud to celebrate his achievements and thank him for everything he does.”
